Sir,

Harbour Department, Hongkong, 26 May 1920.

I have the honour to refer to the correspondence which has passed on the subject of my compulsory retirement, and I observe that it is apparently taken for granted that my successor in the post of Harbour Master will be Commander C. F. Beckwith RN.

As I have not been asked for my recommendations as to the filling of the vacancy to be formed by my retirement, as has hitherto been the practice, and as my silence in the matter might be construed into consent with this arrangement, I have the honour most reluctantly to offer my opinion unsought, in order that a record may remain in the Department and in the Colonial archives of my views on this important subject.

2\. While fully conscious of the delicacy of the thus ungrateful task I am undertaking, I nevertheless feel that the public interest now and in the future imposes this duty upon me.
